社區(qū)養(yǎng)老 community-based elderly care

我國將加大對社區(qū)家庭服務(wù)業(yè)的稅費政策優(yōu)惠。從今年6月1日到2025年底，對提供社區(qū)養(yǎng)老、托幼、家政相關(guān)服務(wù)的收入免征增值稅，并減按90%計入所得稅應(yīng)納稅所得額。

China will further reduce taxes in the community-based service industries, including the elderly care, childcare and household services. Starting from June 1 this year to the end of 2025, earnings of those industries will be exempted from the value-added tax, and enjoy a 10-percent deduction in taxable income.

以社區(qū)為基本依托，加快發(fā)展養(yǎng)老、托幼、家政等服務(wù)業(yè)，是改善民生、應(yīng)對人口老齡化、支撐實施全面二孩政策的重要舉措，有利于較大力度增加就業(yè)、擴大服務(wù)消費促內(nèi)需、推動社會合理分工和經(jīng)濟轉(zhuǎn)型升級。除了稅收優(yōu)惠政策以外，國務(wù)院常務(wù)會議決定對承受或提供房產(chǎn)、土地用于上述服務(wù)的，免征契稅、房產(chǎn)稅、城鎮(zhèn)土地使用稅和城市基礎(chǔ)設(shè)施配套費、不動產(chǎn)登記費等6項收費。同時，研究完善增值稅加計抵減政策，進一步支持生活服務(wù)業(yè)發(fā)展。擴大員工制家政企業(yè)免征增值稅范圍。

促進生育政策和相關(guān)經(jīng)濟社會政策配套銜接，加強人口發(fā)展戰(zhàn)略研究。積極應(yīng)對人口老齡化，構(gòu)建養(yǎng)老、孝老、敬老政策體系和社會環(huán)境，推進醫(yī)養(yǎng)結(jié)合，加快老齡事業(yè)和產(chǎn)業(yè)發(fā)展。

We will work to ensure that our childbirth policy meshes with related economic and social policies, and carry out research on the population development strategy. As we respond proactively to population aging, we will adopt policies and foster a social environment in which senior citizens are respected, cared for, and live happily in their later years. We will provide integrated elderly care and medical services, and accelerate the development of old-age programs and industries.
