2017年11月，國(guó)務(wù)院印發(fā)《劃轉(zhuǎn)部分國(guó)有資本充實(shí)社保基金實(shí)施方案》，明確了國(guó)資劃轉(zhuǎn)社保基金的時(shí)間表和路線圖。按照試點(diǎn)先行、分級(jí)組織、穩(wěn)步推進(jìn)的原則完成劃轉(zhuǎn)工作。第一步，2017年選擇部分中央企業(yè)和部分省份開(kāi)展試點(diǎn)。中央企業(yè)包括國(guó)務(wù)院國(guó)資委監(jiān)管的中央管理企業(yè)3至5家、中央金融機(jī)構(gòu)2家。試點(diǎn)省份的劃轉(zhuǎn)工作由有關(guān)省(區(qū)、市)人民政府具體組織實(shí)施。第二步，在總結(jié)試點(diǎn)經(jīng)驗(yàn)的基礎(chǔ)上，2018年及以后，分批劃轉(zhuǎn)其他符合條件的中央管理企業(yè)、中央行政事業(yè)單位所辦企業(yè)以及中央金融機(jī)構(gòu)的國(guó)有股權(quán)，盡快完成劃轉(zhuǎn)工作。各省(區(qū)、市)人民政府負(fù)責(zé)組織實(shí)施本地區(qū)地方國(guó)有企業(yè)的國(guó)有股權(quán)劃轉(zhuǎn)工作。方案明確，將中央和地方國(guó)有及國(guó)有控股大中型企業(yè)、金融機(jī)構(gòu)納入劃轉(zhuǎn)范圍，統(tǒng)一劃轉(zhuǎn)比例為企業(yè)國(guó)有股權(quán)的10%。劃轉(zhuǎn)的國(guó)有資本具有充實(shí)社?；鸬奶囟ㄓ猛竞驼吣繕?biāo)，運(yùn)營(yíng)收益根據(jù)基本養(yǎng)老保險(xiǎn)基金的支出需要上繳，專(zhuān)項(xiàng)用于彌補(bǔ)企業(yè)職工基本養(yǎng)老保險(xiǎn)基金缺口。劃轉(zhuǎn)的國(guó)有資本應(yīng)集中持有，獨(dú)立運(yùn)行，單獨(dú)核算，接受考核和監(jiān)督。
