科技成果轉(zhuǎn)化 commercialization of scientific and research findings

7月24日，《北京市促進(jìn)科技成果轉(zhuǎn)化條例(草案)》提請市十五屆人大常委會第十四次會議審議，將促進(jìn)北京市科研人員的科技成果轉(zhuǎn)化。條例(草案)規(guī)定，高校院所可將職務(wù)科技成果的知識產(chǎn)權(quán)給予科技成果完成人。對于引進(jìn)的外籍科技成果轉(zhuǎn)化人才，應(yīng)在辦理入境簽證、居留許可和就業(yè)許可時(shí)，簡化程序、提供便利。

Beijing will boost the commercialization of scientific and research findings by the city's researchers, according to a draft regulation submitted to the capital's top lawmaking body on July 24. According to the regulation, universities and research institutions can give the intellectual property of products to the person who completed the scientific research. The regulation also said the city will make it easier for foreign talent to handle entry visas, permanent residency and employment permits.

條例(草案)細(xì)化了獎(jiǎng)勵(lì)和報(bào)酬等收入分配制度，進(jìn)一步明確了收入分配比例。同時(shí)，相關(guān)單位對完成和轉(zhuǎn)化職務(wù)科技成果做出重要貢獻(xiàn)的人員給予獎(jiǎng)勵(lì)和報(bào)酬的支出，計(jì)入當(dāng)年本單位工資總額，但不受當(dāng)年本單位工資總額和績效工資總量限制，不納入本單位工資總額基數(shù)。

為營造良好的科技成果轉(zhuǎn)化服務(wù)環(huán)境，條例(草案)對成果轉(zhuǎn)化服務(wù)機(jī)構(gòu)、公共研發(fā)平臺、科技企業(yè)孵化機(jī)構(gòu)、技術(shù)交易市場的活動進(jìn)行了規(guī)范和保障，規(guī)定，本市鼓勵(lì)設(shè)立各類科技成果轉(zhuǎn)化服務(wù)機(jī)構(gòu)，提供包含信息搜集分析、價(jià)值評估、交易代理、成果推介等服務(wù)，鼓勵(lì)國際、國內(nèi)和其他地區(qū)服務(wù)機(jī)構(gòu)在本市設(shè)立分支機(jī)構(gòu)。加強(qiáng)技術(shù)交易市場建設(shè)，為交易雙方提供場所、知識產(chǎn)權(quán)、法律咨詢、技術(shù)評價(jià)、中試孵化、招標(biāo)、拍賣、掛牌等綜合配套服務(wù)。
